If you haven't already read Joe's post about the action format, you can read it here:

In short, you can choose Rebuild, Public Order, or Refugee Management, and there are no business actions this turn. Civil Service will still allow two actions, but Quadrivium will have no effect.
Please keep in mind the usual rules for following up on plot stuff in the land system - you MUST have the permission of the marshal/ST in question before submitting anything of that nature. This is probably not the best turn for that sort of thing anyway, unless you can somehow chase plot while hammering walls together
