Fallow is claiming a false title, if he were named Baron, the Count would have announced it seeing as he is the only one with the authority to name someone as the Baron. Also, walk over to the Baronial notice boards and look for the parchment that is titled, 'Nobles, Officers and Hierarchy', where you will not see Fallow listed as the Baron.

'None shall claim falsely to be of noble title, nor claim falsely that another is of noble title, nor through ambiguity allow another to believe one to be of noble title who is not.'
