It may also be Rob / Thomas the Wild Mage - it sounds like one of several Guard sashes.

If it is a mustard yellow, yes, it is one of the guard sashes.  I cant find mine, so I THINK that would be it.  If it's not mine, then it's Thomas', they are the only two left in game that I know of.
